Can we accept a letter signed by the official manufacturer confirming their authorized representative in the EU, providing the representative's details?

No, it is not suitable instead of a declaration. The letter is a recommendation and additional document. In other words: a letter confirming the appointment of an EU authorized representative is useful, but the declaration must indicate that representative as the responsible entity.
